Position Summary
PKS-1P JV LLC is currently seeking Project Management Support to provide services in USAG Humphreys, Pyongtaek, South Korea. In preparation to bid on this contract, we seek qualified candidates willing to be included in our proposal as interested and skilled individuals
Essential Duties & Responsibilities:
- Advanced proficiency in project management software (e.g., Microsoft Project, Primavera, Procore) for planning, tracking, and reporting on repair and minor construction projects, ensuring timely delivery and compliance with DHA standards.
- Expertise in RS Means data and computer-aided estimating software to develop accurate government estimates for repair and construction projects, including reviewing and validating cost estimates prepared by others.
- Proficient in Defense Medical Logistics Standard Support (DMLSS), LogiCOLE, MAXIMO, and General Fund Enterprise Business System (GFBS) for managing facility operations, tracking service orders, and maintaining project databases.
- Knowledge of OSHA, EPA, TJC, and NFPA standards to ensure facility projects meet federal, state, and local safety and health requirements, particularly for medical and healthcare facilities.
- Exceptional verbal and written communication skills, including fluency in English and Korean, to coordinate effectively with Directorate of 19 Public Works (DPW), US Army Corps of Engineers, DHA, MEDCOM, and other US Army personnel, as well as to deliver oral weekly reports and attend on-site meetings with local national contractors.
- Strong understanding of HVAC system design, maintenance, and energy-saving applications, enabling effective support for facility operations and repairs, especially in medical and utility environments.
- 4+ years of experience managing repair, maintenance, or minor construction projects in healthcare or medical facilities, preferably within military or DHA environments, ensuring compliance with TJC, NFPA, and other healthcare-specific standards.
- Proven experience working with US Forces Korea (USFK), Directorate of Public Works, and US Army Corps of Engineers Far East District on facility related projects, including coordination with government points of contact (POCs) and delivering status reports to military officials.
- Demonstrated ability to handle case-by-case project assignments, such as emergency repairs or one-time facility upgrades, with flexibility to adapt to varying scopes.
- Experience in construction project management, including scope development, submittal reviews, Request for Information (RFI) coordination, and quality assurance (QA) inspections for facility repairs or renovations.
- Background in developing cost estimates for repair and minor construction projects using RS Means or similar tools, with a track record of providing accurate recommendations to government clients.
- Hands-on experience supporting facility operations through service orders, work requests, or technical support, particularly for medical facilities, utility plants, or high-compliance environments.
- Experience designing or supporting energy-efficient facility projects, such as HVAC optimizations, in alignment with LEED or government-certified energy-saving programs, as demonstrated in the resume.
- History of collaborating with diverse stakeholders, including contractors, government personnel, and facility managers, to ensure project alignment with MEDCOM/DHA objectives and timelines.
Education, Certification & Experience Requirements
- 6–10 years of project management experience, with at least 4 years in healthcare facility-related projects (e.g., construction, maintenance, renovation or major repair projects).
- Minimum 4 years of experience supporting medical or healthcare facilities, preferably in compliance with TJC (The Joint Commission), NFPA, or similar standards, to ensure familiarity with healthcare-specific regulations.
- Bachelor’s degree in a relevant field such as engineering, construction management, project management, or a related discipline (e.g., business, accounting, may be acceptable if paired with relevant experience).
- Certification in OSHA 30-Hour Construction Safety or equivalent, as the PWS emphasizes compliance with OSHA and safety oversight for repair and construction projects.
- Proficiency in AutoCAD (as specified), RS Means or similar cost estimating software, and facilities management systems like DMLSS, LogiCOLE, MAXIMO, or GFEBS. Familiarity with Microsoft Office (e.g., Excel, Project) for project tracking and reporting is also implied.
Working Conditions:
- Work is performed primarily in an office setting. This job may involve walking, standing, bending, reaching and handling items weighing up to 35 pounds.
- Light travel may be required.
- Should be able to use common office machinery, such as printers and other proposal production machinery, and required Microsoft software.
- Work hours are primarily 7:30am to 4:30pm Monday through Friday but are subject to change, with weekend and/or holiday work as needed. May be required to work outside normal duty hours to accommodate deadlines.
