BACKGROUND AND PURPOSE:
Provide value and facilitate the work of Government Partnerships Team of WFP Seoul office to effectively position WFP with government partners by providing policy support, resources, technical assistance and innovative solutions to advance the work of WFP in achieving the SDGs and Zero Hunger.
The Programme & Partnership Officer will report to Government Partnerships Officer (SEO) in the Government Partnerships team.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Programme & Partnership Officer will act as the main account manager for Korea International Cooperation Agency (KOICA)-WFP Partnership Programme on Building Climate Resilience for Food Security in the Fragile Setting of the Horn of Africa and be responsible for regular engagement and collaboration with KOICA, backstopping support to CO programme implementation and donor reporting, and effective communication between KOICA and WFP stakeholders. In particular, s/he will:
  • Serve as main interlocutor with KOICA on overall project coordination and support;
  • Manage donor relations including regular and ad-hoc communication, reporting and consultation on project activities. Address inquiries regarding project activities;
  • Ensure the quality and appropriateness of all procedures and outputs of the project. Responsible for monitoring and evaluation of the project including regular tracking of progresses and budget expenditure. Identify risks and deviations, seek solutions and ways of improvement in project delivery and coordination. Plan and lead project evaluations as required by the grant agreement;
  • Develop and maintain strong liaison with relevant governmental, nongovernmental, international and other stakeholders, and ensure seamless exchange of information;
  • Address inquiries, and lead in grant proposal development and application processes in close coordination with relevant stakeholders;
  • Prepare and participate in meetings, conference and other events of relevance when required;
  • Draft and edit documents to improve readability as well as to ensure consistent language usage and proofread to detect and correct errors in spelling, grammar, syntax and layout;
  • Translate relevant documents into Korean to English or vice versa as necessary; and
  • Perform other tasks as required.
DELIVERABLES AT THE END OF THE CONTRACT:
The Programme & Partnership Officer is expected to show results in the form of sound stewardship and management of donor contributions with due respect to conditionalities, contextual and political risks with the following outcomes and outputs:
  • Lead proactive coordination among KOICA, WFP Country Offices (COs), Headquarters (HQ), Regional Office (RO), Seoul Office (SEO), relevant government counterparts and national stakeholders to ensure the timely and high-quality submission of 26 monthly updates, two biannual reports, two annual reports, and one synthesis report;
  • Maintain and strengthen strategic partnership relations with relevant government counterparts, national stakeholders and WFP stakeholders to enhance collaboration and mutual accountability;
  • Provide technical support to COs in handling KOICA partnership agreements and donor relations, including on-demand assistance and the dissemination of lessons learned and best practices;
  • Promote visibility of KOICA-funded activities through the implementation of visibility plans, consolidation of inputs from COs and RO, and active participation in annual advocacy and outreach initiatives; and
  • Perform any other relevant tasks as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Development studies, Development Economics, Public Administration, Public Policy Political Science, International Relations, International Cooperation, or other relevant fields, or First University degree with additional years of related work experience and/or training/courses
Experience:
A minimum of three (3) years of relevant professional work experience combined with an advanced university degree, OR first university degree accompanied by at least five (5) years of relevant experience. Experience working with or reporting to Republic of Korea (ROK) donors (especially KOICA) or with WFP is an asset.
Knowledge & Skills:
Excellent work planning and project management skills ideally demonstrated in a humanitarian or development context.
Experience working with UN agencies, government entities, or civil society in the fields of agriculture, climate resilience, or related fields.
Good communication skills, and excellent ability to coordinate across multiple units and organizations.
Excellent ability to engage with various stakeholders with maturity and tact, proven diplomacy and cultural sensitivity.
Attention to detail; ability to plan and organize work, with a high degree of autonomy.
Partnering and teamwork: inclusive and collaborative, builds and shares new perspectives, and gives timely and constructive feedback.
Action management: delivers results, delegates appropriately, adapts readily to change.
Ability to produce high-quality formal reports with strong English and Korean writing skills; effective command of cross-cutting and thematic issues supported by WFP; knowledge of ROK’s ODA and foreign policies and government institutions.
Ability to work in a team setting that has direct contact with multinational counterparts.
Good computer skills including MS Excel, PowerPoint, Word; Ability to work in a team setting that has direct contact with multinational counterparts.
Ability to plan and organize work efficiently.
Assist with logistics, mission planning, documentation, and coordination across teams.
Perform other tasks as required.
Languages:
Fluency (level C) in English language and in Korean (the duty station’s language)
